Biography
Professor Eric C. Shen has more than 30 years of experience in transportation and infrastructure, with a focus on intermodal planning and design, capital project delivery, and operations. He is the founder and CEO of Shen and Associates, LLC, a Southern California-based consulting practice advising public agencies and private clients on multimodal planning, program management, and interagency coordination.His professional background includes serving as Executive Director of Eco-Rapid Transit, Chief Engineer of the San Gabriel Valley Council of Governments (SGVCOG), Mid-Pacific Gateway Director for the U.S. Maritime Administration (MARAD), and Director of Transportation Planning at the Port of Long Beach. He has also contributed nationally through his work with the Transportation Research Board of the National Academies, including terms as chair of both the Marine Group and the Ports and Channels Committee.
At the University of Southern California, Professor Shen has taught since 2008 in both the Viterbi School of Engineering and the Sol Price School of Public Policy. He currently teaches courses in sustainable transportation and transportation studio, and serves as faculty advisor to the USC student chapter of the Institute of Transportation Engineers (ITE). His mentoring role at USC reflects broader engagement with ITE at the international level and continued involvement with the American Society of Civil Engineers (ASCE). He has served on the boards of WTS-Los Angeles and the California Transportation Foundation, and remains active in supporting inclusive leadership and professional development in the transportation field.
Professor Shen is a licensed Professional Engineer (Civil) in California and Alabama, a certified Professional Transportation Planner (PTP), and a Certified Port Executive (CPE). He is a Fellow of both ASCE and ITE, recognized for his professional contributions, educational leadership, and community involvement. He earned his B.S. and M.S. degrees in Civil Engineering from the University of California, Irvine, where he was later inducted into the Samueli School of Engineering Hall of Fame and honored as a Distinguished Engineering Alumnus. He is also a member of the Tau Beta Pi and Chi Epsilon honor societies.
