Biography

Prof. Moore specializes in economic impact analysis relating to transportation engineering, transportation systems, and other infrastructure systems. In 2003, he was elected to the Russian Academy of Natural Sciences, United States Section, for out-standing contributions to the field of Transportation Systems Engineering; and received the Kapitsa Gold Medal of Honor.



He received his BS degrees in Industrial Engineering and Urban Planning in 1981 from Northwestern University’s Technological Institute (now the McCormick School of Engineering and Applied Science) in Evanston, Illinois. He received his MS degree in Industrial Engineering from Stanford University in 1982, his Master of Urban and Regional Planning degree from Northwestern in 1983, and his Ph.D. degree in Civil Engineering (Infrastructure Planning and Management) from Stanford in 1986.



He joined Northwestern's Civil Engineering faculty in 1986, and the faculty of the University of Southern California in 1988. He has served for the last 28 years as Director of the Transportation Engineering graduate program in the USC Viterbi School’s Astani Department of Civil and Environmental Engineering. He served 16 years as Co-Director of the Construction Management Program, a special joint graduate program of the Astani Department and the USC Price School of Public Policy. He spent 26 years living with students as a resident faculty member working with the USC Division of Student Affairs, including 20 years as Senior Tutor at the USC Honors House Residence. He served as Chair of USC’s Daniel J. Epstein Department of Industrial and Systems Engineering from 2004 until 2010, and as Vice Dean for Academic Programs in the USC Viterbi School of Engineering from 2011 until 2017.

He has served as President of the Council of Industrial Engineering Academic Department Heads, the Institute for Operations Research and the Management Sciences’ Transportation Science and Logistics Society, and on the Board of the Institute of Industrial and Systems Engineers (IISE) as Senior Vice President for Continuing Education. In 2014 he became President Elect and CFO of IISE. He began service as President in 2015, and concluded Board service as Immediate Past President in 2017. Locally, he is in his third term of board service with the California Transportation Foundation, and has served as a member-at-large of the WTS-Los Angeles board (formerly the Women's Transportation Seminar) since 2005.
